Front and Back Crotch Line Extensions

When drafting the front and back pants block pattern we divide the hip measurement by 4 to create the overall width of each pattern section.
This calculation makes sense to me because we end up with 4 pattern sections total, each approximately a quarter of the total hip measurement.
However the front and back crotch extension is a little confusing.
Why do we divide the front quarter hip measurement by 4 to find the front crotch extension, and the back quarter by 2 to find the back crotch extension. Where does that calculation come from? Why do we divide it this way?
I know there are seam allowances in there too but Im mainly asking about the division process.
