Hi Nehzat,
I am making 8 panel dress beginning from shoulders with flare at the bottom as in your panel dress. My shoulders are 15 inches. In this case I would be making each panel of 1 and 7/8 inches starting from shoulders with flare of each panel to be 3 inches at the bottom (total flare of 24 inches). The fabric is plain chiffon - pink, dark pink and majenta) My question is should I cut as per pattern both top and lining (same colour) and attach this together and have a separate full lining under this joined panels. I will be leaving both sides open from the lower hipline as I will be wearing a pant/salwar under this garment. Can you please guide me which is the best way to do this? Thanks.

I suggest that you wear a tank top which matches the color of your pants under the dress instead of sewing a lining to the dress.
If you don't want your chiffon dress to be too transparent, you can use two layers of chiffon.
To sew a dress with two layers of chiffon, the inner layer should be plain and can have the same color as the lightest color of the outer layer. Make sure the inner layer is the same kind of material and has the same weight as the outer layer. Otherwise the two layers will fall differently on the body. Cut and sew both layers from the same pattern using French seams, sewing both layers at the same time as if one layer.
Make sure that you pin the outer and inner panel layers together along the seam lines, before sewing them together.
